Iliana Ivanova: The Bulgarian National Audit Office has established excellent cooperation with the European Court of Auditors


The Bulgarian National Audit Office (BNAO) is an example of excellent cooperation and coordination with the European Court of Auditors (ECA), said the Bulgarian Member in the ECA on “The Week” programme, dedicated to the 140th anniversary since the establishment of the BNAO and 25 years since its restauration.

Ms. Ivanova reminded that ECA and BNAO held a joint round table on youth unemployment, and a conference on the implementation of financial instruments. She also pointed out that the Bulgarian Supreme Audit Institution is the first one to organize a high-level forum in the framework of the Presidency of the Council of the EU, with representatives from European SAIs and ECA. This example was later followed by all other countries presiding the Council. “I would like to personally thank President Tzvetan Tzvetkov for his dedicated work and cooperation”, said Iliana Ivanova.

She explained how ECA works in times of COVID-19. At this point, it is impossible to say how the funds under the new 55 bln. Euro programme will be allocated to help countries fight the pandemic. ECA monitors how the European Commission implements the EU budget and it will insist on transparency and accountability. It is wrong to speculate, however, that funds will be allocated based on the number of COVID infections or deaths. Rather, other indicators will be taken into consideration, such as lower GDP, level of unemployment and youth unemployment, that is – the economic conditions in the EU countries. Part of the funds will be distributed in the form of grants, while another part will be loans, explained Ms. Ivanova.
